This course is based on the book Kautilya's Arthashastra: Timeless Strategies for Modern Governance, authored by Dr. Vinayak Rajat Bhat and Smt. Tejusvi Shukla. This book presents an accessible exploration of Kautilya’s ideas on governance and statecraft, making it a valuable foundation for understanding the key concepts covered in this course.
Through key ideas and principles, participants will gain insights into Kautilya’s approach to leadership, governance, administration, diplomacy, strategy, and society. The course will be taught by Dr. Vinayak Rajat Bhat and Dr. Viswanathan P, whose structured and engaging teaching will help learners explore the Arthashastra in a clear and accessible manner.

What are the prerequisites to get the best out of this course? (Eligibility)
A basic familiarity with Indian Knowledge Systems or classical Indian texts is desirable, though not mandatory. Exposure to disciplines such as management, economics, law, governance, and analytical approaches to knowledge will be beneficial.

What pedagogy will be followed in the course?
As this is an online course, the pedagogy will be primarily lecture-oriented, incorporating the approaches of Prabhu-sammita, Suhrit-sammita, and Kanta-sammita to facilitate structured, engaging, and reflective learning. The course will also make use of story-based case studies and relevant video resources to illustrate and explain key Shastric concepts effectively.

This course offers a systematic introduction to the Arthashastra through a concise chapter-wise exploration of its major themes and ideas. The course familiarises students with the intellectual framework of Kautilya’s treatise by examining its principal concepts related to kingship, governance, administration, law, economy, diplomacy, intelligence, and strategic affairs.

While following the sequence of the text, the emphasis is on understanding the core concepts and institutional frameworks rather than undertaking an exhaustive textual analysis. The course covers topics such as Vinayadhikarana, Tantradhikara, Saptanga Rajya, Mandala Theory, and Shadgunya Siddhanta, highlighting their significance in the broader tradition of Indian political and administrative thought.

It enables students to appreciate the Arthashastra as a multidisciplinary treatise that integrates governance, economics, public administration, law, diplomacy, and strategy, while also exploring its relevance to contemporary policy and leadership studies.

Part wise course description 

Part I: Foundations of Kautilya’s Statecraft

  • Kautilya’s Arthashastra: An Introduction – Introduction, concept of Raja and Rajya, and objectives of governance.
  • Tradition and Framework of the Arthashastra – Pre-Kautilyan traditions, structure of the text, commentarial tradition, and chapterisation.
  • Interpretation of the Arthashastra – Challenges and methodological issues in understanding the text.
  • Vinayadhikarana: The Topic of Training – Four branches of knowledge, Council of Ministers, espionage and surveillance systems, envoys, Mantradhikara, and conduct of the ruler.

Part II: Governance and Internal Administration of the Rajya

  • Adhyaksha Pracharah – Territorial organisation, town planning, and administrative departments.
  • Departments and Bureaucracy – Superintendents of trade, agriculture, customs, industries, shipping, and related administrative institutions.
  • Dharmasthiyam and Kantakashodhanam – Judicial system, civil law, criminal law, and sources of legal decisions.
  • Secret Conduct and Internal Security – Secret administration, intelligence mechanisms, and internal order.

Part III: Prakriti Sampat – The Constituent Elements

  • Mandalayoni – The Circle of Rajas as the basis of interstate relations.
  • Saptanga Rajya – Yoga-Kshema and the seven constituent elements of the state.
  • State Institutions – Svami, Amatya, Janapada, Durga, and Kosha as pillars of governance.

Part IV: Avapadhikara – Foreign Affairs and Strategy

  • Contextualising Avapadhikara – Position and significance of foreign affairs in the Arthashastra.
  • Theory of Yuddha (War) – Mantra, Prakasha, Kuta, and Guda Yuddha.
  • Strategic Warfare – Aupanishadika methods and strategic applications in warfare.
  • Shadgunya Siddhanta – Six foreign policy instruments, policy outcomes, conditions for their application, and decision-making in interstate relations.
